Outcomes of the country development for January – March are summed up at the session of the Cabinet of Ministers

President Gurbanguly Berdimuhamedov held extended session of the Cabinet of Ministers where the outcomes of the first quarter of the year have been discussed and priority objectives of social and economic development of the country have been discussed.

Having announced the agenda, the Head of Turkmenistan gave floor to Chairmen of the Cabinet of Ministers G. Myradov who reported on the outcomes of development of national economy for January – March of this year. It was reported that high results have been reached in all branches of national economy.

Macroeconomic indicators are the evidence to this. For example, the growth rates of the GDP was provided on 6.2 percent level.

Average salary wages at big and medium facilities have increased by 9.4 percent comparing with the first quarter of the last year. Salaries, pensions, state allowances and student scholarships have been paid in time for the period under review.

Constructions of industrial, social and cultural facilities is carried out in all regions. The volume of drawn investments from all sources of financing was 5 billion manats for the period under review.

Proper activity according the Plan of the implementation of the Programme of social and economic development of the country in 2019 – 2025 has been carried out by the ministries, profile departments and administrations in January – March. Relative works have been started and continued at 84 out of 240 facilities planned in this year under current Programme.

Further, President Gurbanguly Berdimuhamedov gave floor to Chairman of the State Statistics Committee H. Gurbanov who reported on economic indicators of the ministries and departments for the first quarter of the year.

In particular, it was reported that comparing with the same period of the last year, the increment of production of various goods has been observed. Positive dynamics of production of confectionary and meat items as well as flour, bread, bakery and pastry has been observed at the same time.

Growth of indicators has been observed in transport and communication sector for the period under review. Cargo traffic by all modes of transport has been increased by 6.4 percent in January – March comparing with the same period of 2018. Passenger traffic has been increased by 4 percent. The growth rate in communication sphere is equal to 2.7 percent.

The growth rates of agricultural production was provided on 28.2 percent.

The growth in non-government sector of the economy, which share in total volume was 63.3 percent, has also been reached in the first quarter.

Minister of Finances and Economics B. Bazarov reported on the fulfilment of the State budget for the period under review. The revenue of the main financial plan of the country was fulfilled by 104.7 percent while the expenditure part was 84.3 percent as of April 1.

16 sessions of regional balance commissions have been held in the first quarter of the year. Financial and economic activity of 22 facilities and organizations has been reviewed. 55 facilities have been reviewed and 46.9 million manats have been sent to the State budget.

The volume of finances sent to the development of national economy from all sources of financing was 22.3 percent in relation to the GDP. The investment programme of 2019 was fulfilled by 12.9 percent. 45.1 percent and 54.9 percent of drawn investments have been sent for the construction of social and cultural facilities.

In his turn, Chairman of the Central Bank M. Annadurdiyev reported n the outcomes of work in the first quarter of the year.

In this context, the information about the fulfilment of the plan of income of foreign currency to the accounts of ministries and departments for the export of goods and services has been presented. It was also reported on the indicators of the State Tourism Committee including the State enterprise Türkmensyýahat.

Having highlighted that activity of Türkmensyýahat leaves something to be desired, the Head of the State ordered Vice-premier G. Myradov to analyse thoroughly the situation and outline the measures for to be taken for correction of the situation as soon as possible and to present the proposals on this account.

After, the floor was given to the Chairman of the Supreme Control Chamber G. Mushikov who reported on the outcomes of the inspection of built facilities and activity of the General State Service Türkmenstandartlary and the State Insurance Organization.

Addressing Deputy Chairman of the Cabinet of Ministers G. Myradov, the President noted that indicators of the first quarter of the year are not bad in general. However, there are issues that requires the solution as well as the capabilities that are not used. The Head of the State said that organizations of financial and economic section delay the transit of national economy to digital system and that there is no specific programme to the fulfilment of these works in velayats and etraps.

In this regard, President Gurbanguly Berdimuhamedov ordered Vice-premier G. Myradov and Deputy Chairman of the Cabinet of Ministers P. Agamyradov to accelerate the process of organization of special courses for training of all managers at the Academy of the State Service in this direction.

Speaking of the necessity of activation of the reforms in banking system, the Head of the State highlighted the importance of the implementation of actual measures for attraction of more volume of investments to the economy.

Having focused on other current issues, the President noted that the State gives significant investments for construction of industrial and social facilities. However, some of the facilities are commissioned with delay while some have not been taken on the balance and are not used even the construction has been completed.

Having pointed out that the control of these works has been weakened by Vice-premier G. Myradov and Minister of Finances and economics B. Bazarov, President Gurbanguly Berdimuhamedov ordered to inspect all built facilities and to take relative measures. After the approval of these facilities by the State commission, they have to be transferred to the balance of the clients, the Head of the State said, having ordered to report on this work at the session of the Cabinet of Ministers.

The President reprimanded Chairman of the General State Service Türkmenstandartlary for improper fulfilment of service duties and shortcomings admitted in work.

Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the outcomes of activity in construction and energy complexes and municipality service in the first quarter of 2019.

The plan of works and services of the Ashgabat administration has been fulfilled by 101.9 percent with the growth rate of 103.3 percent.

The plan of works and services by the Ministry of Construction and Architecture has been executed by 101 percent with the growth rate of 105.2 percent.

Production plan of works, production and services by the Ministry of Energy was executed by 106.6 percent with the growth rate of 102 percent.

The growth rate of exported energy has reached 149.9 percent.

Summing up the report, the President noted that Vice-premier D. Amangeldiyev is a specialist in the sphere of road construction and organizational works. Having stated that project of construction of Turkmenbashy – Kazakhstan border was prepared, the Head of the State highlighted the importance of this road and creation of efficient and modern infrastructure along this highway. The road will improve the position of our country as international intersection of important trade routes of the region.

In this regard, the President appointed D. Amangeldiyev as the head of construction of this road taking into account the experience of the Vice-premier, having released him from the post of the Deputy Chairman of the Cabinet of Ministers.

The Head of Turkmenistan also informed about the decision to appoint Ch. Purchekov as the Deputy Chairman of the Cabinet of Ministers on construction, energy and municipal services, having released him from the post of the Ministry of Energy, and signed relative Order.

Continuing the session, President Gurbanguly Berdimuhamedov appointed M. Artykov as the Minister of Energy, having released him from the post of the Head of representative office of this ministry in the Islamic Republic of Afghanistan.

Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the implementation of the Programme of development of oil and gas industry of Turkmenistan until 2030 an results of work of the facilities of fuel and energy complex for the period under review.

The plan of oil and gas condensate production was fulfilled by 100.1 percent, natural and associated gas production by 103 percent, oil refinery by 108.1 percent, gasoline production by 101.5 percent, diesel fuel by 102.6 percent, polypropylene by 100 percent, lubricating oil by 101.6 percent, liquefied gas by 117.1 percent. The growth rate of drawn investment was 105.7 percent.

Having expressed discontent with the work of oil and gas complex, President Gurbanguly Berdimuhamedov made some remarks on this account, having made special mention that latest technologies of deep refinery of oil are implemented slowly.

The Head of the State terminated Chairman of the State Concern Türkmennebit D. Hajiyev from the post for shortcomings in work. Deputy Chairman of the State Concern D. Orazov was appointed as the Acting Chairman of the organization.

The President ordered to continue the work for diversification of the supply of Turkmen energy resources to the world markets and to accelerate the project of the construction of the TAPI gas pipeline.

The Head of the State also requested to prepare to the opening ceremony of petrochemical complex for processing of natural gas and production of gasoline, which is under construction in Ahal Velayat. 
Deputy Chairman of the Cabinet of Ministers M. Chakieyv made a report on the outcomes of activity of the spheres under his supervision for January – March of this year.

In general, the plan of production and services of the ministries and departments of industrial and communication complexes was fulfilled by 111,5 percent with the growth rate of 122 percent for the period under review.

The growth rate of the Ministry of Textile Industry has reached 159.6 percent.

The growth rate of production of mineral fertilizers by the facilities of the State Concern Türkmenhimiýa was 144.2 percent; the plan of production of technical iodine was 114 percent.

The growth rate by the Ministry of Industry and Communication was equal to 110.2 percent.

The same indicators of the Türkmensenagat Agency was on 110 percent level, Türkmenawtoulaglary Agency on 119.5 percent, Türkmendemirýollary on 105 percent level, Türkmenhowaýollary Agency on 121.5 percent level, Türkmendeňizderýaýollary Agency on 147.5 percent level, Türkmenaragatnaşyk agency on 102.7 percent level.

The growth rate in the sphere of cargo and passenger transportation by road, railway, air and maritime transport was 108.5 and 101.7 percent level respectively.

Addressing the Vice-premier, President Gurbanguly Berdimuhamedov noted that complectation of industrial and communication sectors has been completed. In this context, relative specialists were requested to inspect the work of plants and factories. It was necessary to outline whether to sale these facilities to entrepreneurs, to reconstruct them or to build new facility. We have to make qualitative export oriented eco-friendly production. For these purpose, our plants and factories have to be provided with modern high technology equipment, the Head of the State said.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the outcomes of work of trade sphere and entrepreneurship sector for January – March 2019 comparing with the same period on the first quarter of the last year.

The growth of total volume of trade for the period under review by the Ministry of Trade and Foreign Economic Affairs was 27.6 percent. At the same time, retail trade was increased by 24.4 percent while the wholesale trade increased by 29.8 percent. The volume of production made by the facilities of the sphere increased by 11.4 percent.

60 trade sessions have been held by the State Commodity and Raw Material Exchange of Turkmenistan for this time where 931 contracts have been registered. Total volume of income has grown by 40.9 percent.

Volume of services of the Trade and Industrial Chamber increased by 10.2 percent.

Facilities of the Union of Industrialists and Entrepreneurs increased the volumes of industrial production by 13.1 percent, agricultural and food production by 5.8 percent.

Addressing the Vice-premier and heads of the departments of trade complex, President Gurbanguly Berdimuhamedov noted that stimulation of private sector provides taking of well-thought systematic measures and search for the most efficient mechanisms.

We would continue supporting the entrepreneurs of the country, the Head of the State said, having ordered to prepare the programme of the next stage of support and development of national business as important term of the modernization and growth of the economy of Turkmenistan.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the work in the spheres under his supervision in January – March including the modernization of equipment and facilities of national education system, implementation of advanced approaches, innovative technologies and methods to educational process.

Regulations of sending graduates of secondary specialized and high educational institutes have been approved. Planned activities for the implementation of the Concept of development of digital education, the Concept of improvement of teaching of foreign languages as well as the Concept of development of digital economy in Turkmenistan in 2019 - 2025 have been continued.

41 types of the manuals and study guides, which were planned to be produced, were published in the first quarter of 2019.

School students of the country have won different medals, having successfully performed at international project contests.

International relations in health protection and medical industry sphere are developed. 14 foreign experts have visited the country for the period under review. 42 Turkmen specialists have been sent to advanced medical facilities of the world for improvement of professional qualification.

The growth rates of means received from the State voluntary medical insurance was 123 percent, sold production and services rendered in health protection sphere was 125 percent sanatorium services – 125 percent.

Big work is carried out for development of physical training and sports, Olympic movement and international cooperation in this sphere in the country.

Training of the sportsmen of national team to the XXXII Summer Olympic Games, which will be held in Tokyo (Japan) in 2020, is continued.

35 local competitions and 20 public sport events have been organized in the country in January – March. 

The President ordered relative leaders and hyakims of Ashgabat and velayats to start preparation of the events dedicated to the adoption of the UN General Assembly Resolution on declaration of June 3 as the World Bicycle Day initiated by Turkmenistan as well as to provide high level of training of Turkmen sportsmen for the participation of 2020 Olympic Games in Tokyo.

Certain assignments were given on the events of occasion of the end of educational year. It is necessary to provide their high organizational level both in high educational institutes and secondary schools, the Head of the State noted.

Having made special mention of the employment of the graduates of the universities, President Gurbanguly Berdimuhamedov ordered the Vice-premier and Deputy Chairman of the Cabinet of Ministers G. Myradov to prepare relative special programme.

Deputy Chairperson of the Cabinet of Ministers B. Abdiyeva reported on the activity of the structures under her supervision in the first quarter of the year.

It was mentioned that exhibitions, cultural meetings and contests, educational actions and musical festivals were arranged in the period under review. It was also reported on the activity of the State Tourism Committee.

Turkmen State Publishing Service has printed 81 type of printing production including 45 study guides. The production plan was fulfilled by 115 percent. Galkynysh Book Centre provided the libraries of the country with 25,000 books.

Having listened to the report, the President focused the attention of the Vice-premier and heads of TV and radio channels and printing media on the necessity to improve the level of broadcasts and articles.

Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the activity of the Ministry in the first quarter of the year under steadfast implementation of foreign strategy of independent neutral Turkmenistan.

It was highlighted that our country successfully develops the relations of friendship and constructive cooperation both in bilateral and multilateral formats. This is indicated by the outcomes of high-level talks held during the visits of the President of the Islamic Republic of Afghanistan and the King of Bahrein in the period under review. Efficient cooperation with competent international and regional organizations is also indicates this fact.

It was informed that the work on preparation of the visits of President Gurbanguly Berdimuhamedov to foreign countries and visits of the heads of foreign states to Turkmenistan is continued.

Consultations between local Foreign Ministry and foreign departments of other countries are held on regular base. Sessions of the Interstate Turkmen – Kazakh and Turkmen – Korean Commissions, Joint Turkmenistan – European Union Committee as well as Turkmen – Bahraini, Turkmen – Korean and Turkmen – German business forums were held for further improvement and expansion of fruitful trade, economic, cultural and humanitarian relations with foreign partners in the first quarter. Meeting of the heads of Intergovernmental Turkmen – Russian Commission of economic cooperation was organized in Moscow on April 5.

After, Deputy Chairman of the Cabinet of Ministers, Foreign Minister reported on the preparation to the state visit of the President of the Republic of Korea to our country.

Having stated with delight that recently, traditionally friendly Turkmen – Korean relations has received new dynamics and content, President Gurbanguly Berdimuhamedov focused on the necessity of optimal implementation of significant potential of interstate cooperation in economic sphere. There are all opportunities for expansion of directions of beneficial partnership and productive business relations, activation of investment activity, implementation of new joint projects including in industrial sector, the Head of the State highlighted.

At the same time, great importance is given to the intensification of fruitful dialog in humanitarian sphere, stimulation of close contacts in education, science and culture.

Having noted that signing of number of documents is planned by the outcomes of bilateral high-level talks, the President ordered to provide high organizational level of preparation to the state visit of the President of the Republic of Korea.

The Head of the State also requested the Vice-premier, the Head of the Foreign Ministry with number of certain instructions on provision of high organizational level of preparation and conduct of the events related to the chairing of Turkmenistan in the International Fund for Saving of Aral Sea and the Commonwealth of Independent States.

Chairperson of the Mejlis G. Mammedova informed about the activity of National Parliament on modernization of the legislation of the country in the first quarter of the year.

Draft documents, which were reviewed at the regular session of the Parliament, has been developed from the beginning of the year. 10 Laws of Turkmenistan and 10 Mejlis Resolutions have been adopted. Measures for legal support of the concept of development of digital economy as well as digital education in Turkmenistan are taken.

Cooperation with structural divisions of the UN and international organizations is held on regular basis. Deputies of the Mejlis took part in 22 international events and seminars and were sent on business trips to foreign countries for study of the practice on law-making activity for improvement of constructive cooperation and inter-Parliamentary relations.

President Gurbanguly Berdimuhamedov highlighted the importance of continuation of the activity of the Mejlis for improvement of national legislation for the interests of dynamic development of social and economic reforms.

Continuing the session, the President of Turkmenistan gave floor to the heads of regional administration.

Hyakim of Ahal Velayat Sh. Amangeldiyev reported on the outcomes of work made for the period under review in all etraps of the region and activities for implementation of the objectives following from National rural programme, measures for organization of agricultural activities in arable lands as well as seasonal agricultural campaigns.

The Head of the state noted that together with field agricultural works, the issues of social provision of the population of the velayat have to be under permanent control.

Hyakim of Balkan Velayat Ya. Gylyjov reported on the points of agenda, results of seasonal works in agricultural complex and fulfilment of the assignments given by the Head of the State.

Having listened to the report, President Gurbanguly Berdimuhamedov focused that care of agricultural fields has to be taken according to agrotechnical standards together with the cotton sowing.

Having signed the Resolution on approval of the Concept of development of Altyn Asyr Turkmen Lake region in 2019 – 2025 as well as on the construction of new modern village in Serdar etrap, Balkan Velayat, the Head of the State demanded the Hyakim to put all efforts for timely fulfilment of the provisions of this document.

Hyakim of Dashoguz Velayat M. Bayramgulieyv reported on the outcomes of the first quarter of the year, measures for improvement of rates of agricultural works, fulfilment of National rural programme and situation at the facilities built in the region.

Having expressed the discontent with the activity of the Haykim, the President noted that industrial sector is not developed in the region properly and necessary number of working places is not created. National rural programme is not implemented, construction of living houses is carried out badly. No proposals come from the Hyakim on solution of these issues.

The President of Turkmenistan reprimanded and gave last warning to correct admitted shortcomings to Hyakim of Dashoguz Velayat M. Bayramguliyev for improper fulfilment of the duties and loosening of control of the situation in the region.

After, Hyakim of Lebap Velayat T. Atahalliyev reported on the situation of the region, course of cotton sowing, measures for the implementation of National rural programme. It was mentioned that care of the fields under wheat and preparation to grain harvest are carried out at high rates.

Having expressed discontent with the work of the hyakim, President Gurbanguly Berdimuhamedov focused on low level of management activity in the region.

The Head of the State also highlighted that works for cleaning and arrangements of irrigation networks are not properly organized and the construction of facilities provided by National rural programme was not completed in full volume and those, which were built, have bad quality.

In this regard, the President of Turkmenistan reprimanded Hyakim of Lebap Velayat T. Atahalliyev and gave last warning to correct the shortcomings as soon as possible, having signed relative Resolution.

In his turn, Hyakim of Mary Velayat D. Annaberdiyev reported on the outcomes of work carried out in his velayat for three months of the year, course and rates of seasonal agricultural campaigns. It was mentioned that necessary steps for successful solution of set objectives and improvement of social infrastructure of the velayat have been taken. Construction of different facilities is carried out on proper level.

The President noted the importance of the subjects related to improvement of social and living conditions of the population, provision of favourable opportunities for comfort life of people as well as development of digital economy, modernization and improvement of the efficiency of industrial complex of the region.

At the same time, having highlighted the importance of successful fulfilment of National rural programme, the President gave specific instructions to the Hyakim.

After, the floor was given to Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev who reported on the outcomes of activity of the branches under his supervision in the first quarter of the year, course of reforms in agrarian sector and seasonal agricultural works in the velayats.

In general, the growth rates of production, works and services in agricultural complex was 107 percent. This indicators of the Ministry of Agriculture and Natural Protection has reached 105.6 percent, the State Water Management Committee – 124.3 percent, the State Association Türkmen atlary- 105.3 percent. The plan investment development has been executed by 187.1 percent.

Addressing Vice-premier E. Orazgeldiyev, hyakims and heads of agricultural complex, the President of Turkmenistan focused on their objectives.

We have to important campaigns – the harvest of cotton and wheat, which serious preparation has to be started today, the Head of the State said.

Having highlighted the subjects of training of personnel, President Gurbanguly Berdimuhamedov pointed out that it is necessary to take the situation with the graduates of agricultural university and profile institute under control.

After, addressing the participants of the session, the President noted that despite external problems, the outcomes of the first quarter in the country demonstrate that the economy of our country continue developing under the programmes. The growth rates of the GDP from the beginning of the year remains on 6.2 percent level. Comparing with the same period of the last year, it can be stated that we have managed to increase the volumes of export of national goods to other countries by 20.7 percent in the result of the implementation of the programme of import substitutive production, Head of the State Gurbanguly Berdimuhamedov said. At the same time, the volumes of production imported from foreign countries have been reduced by 27 percent. At the same time, the average salary wages have been increased by 9.4 percent.

We achieved such results due to the work for steadfast privatization of the state property, fundamental changes of the standards and approaches in management system, the President of Turkmenistan highlighted. We have managed to reduce government sector in the economy to economically and strategically grounded volumes by implementation of modern international management standards.

In addition, favourable investment climate, precise legal base that guarantees the protection of the rights and interests of foreign investors, has been created in the country. system of benefits and preferences has been created for the organizations with foreign investments.

The President noted that at present time construction of big industrial and social facilities is continued in Turkmenistan. Reforms in science and education are implemented according to the plans, the works for modernization of production sphere is successfully carried out. Marketing economy is under formation. Oil and gas deposits are developed, construction of Turkmenistan – Afghanistan – Pakistan – India gas pipeline is carried out. Other international projects are under implementation.

Construction of big industrial complexes would be continued in our country. the policy of support and development of private business is steadily implemented. The entrepreneurs are widely attracted to the implementation of economic reforms.

Finishing the session of the Cabinet of Ministers, the President of Turkmenistan wished the participants strong health, family prosperity and great success in work.
