Trilateral meeting in the format "Turkmenistan - Azerbaijan - Uzbekistan"

On August 22, 2025, a trilateral meeting of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov, President of the Republic of Azerbaijan Ilham Aliyev and President of the Republic of Uzbekistan Shavkat Mirziyoyev was held at the Congress Center of the Avaza National Tourist Zone.

Having thanked the heads of fraternal states for accepting the invitation to visit Turkmenistan and hold a trilateral meeting at the highest level, the National Leader of the Turkmen people emphasized that the peoples of the countries of the region are united by centuries-old bonds of friendship, brotherhood and good neighborliness, common historical, cultural and spiritual values.

As the National Leader of the Turkmen people noted, at today's meeting the prospects of joint efforts will be discussed, and as a result, important agreements will be signed.

Having emphasized the important role of cultural and humanitarian cooperation in the context of the agenda of interstate relations, the National Leader of the Turkmen people noted that the expansion of cooperation in this direction will serve to further bring our peoples closer and unite them.

Expressing confidence in the successful holding of the summit, the Chairman of the Halk Maslahaty of Turkmenistan noted that its results will be an important step towards strengthening trilateral cooperation and implementing significant joint projects and initiatives.

Having wished the heads of the two fraternal states great success in their state activities, the National Leader of the Turkmen people handed over the floor to the President of the Republic of Uzbekistan.

President Shavkat Mirziyoyev expressed sincere gratitude to the Chairman of the Halk Maslahaty of Turkmenistan for the high organizational level of negotiations and meetings on the beautiful shores of the Caspian Sea.

The distinguished guest emphasized the historical significance of the date of August 22, the International Year of Peace and Trust, as it has led to an increase in the global prestige of the Avaza National Tourist Zone. As noted, the agreements reached at this important meeting will give a significant impetus to bringing trilateral relations to a qualitatively new level.

As President Shavkat Mirziyoyev emphasized, relations between Turkmenistan and the Republic of Uzbekistan are of a strategic nature.

Then the President of the Republic of Azerbaijan Ilham Aliyev spoke, expressing gratitude for the high level of organization of the events envisaged within the framework of the trilateral summit meeting.

Expressing Azerbaijan’s great interest in enhancing cooperation in the fuel and energy and transport and logistics sectors, President Ilham Aliyev emphasized the existence of enormous prospects for the implementation of joint projects and initiatives in relevant areas.

It was noted that among the documents that will be signed following the meetings and negotiations that took place is the Protocol on the establishment of sister city relations between the Azerbaijani city of Fizuli and the city of Arkadag, built on the initiative of the National Leader of the Turkmen people.

Having thanked the heads of neighboring states for their speeches, the Chairman of the Halk Maslahaty of Turkmenistan emphasized that at present Turkmenistan, Azerbaijan and Uzbekistan demonstrate a high example of interaction in the political and diplomatic sphere, making a significant contribution to maintaining global peace, security and sustainable development.

As the National Leader of the Turkmen people noted, our countries successfully and constructively cooperate within the framework of major international organizations.

The National Leader of the Turkmen people invited everyone to take part in the international Forum dedicated to the International Year of Peace and Trust and the 30th anniversary of Turkmenistan’s neutrality.

At the current meeting, the National Leader of the Turkmen people said, a number of issues of particular importance for our countries will be considered.

In the context of developing energy partnership, the export of electricity is also of particular importance. Speaking about this, the Chairman of the Halk Maslahaty of Turkmenistan mentioned the positive practice of cooperation in this area with the Republic of Uzbekistan. As is known, Turkmenistan annually supplies Uzbekistan with electricity in significant volumes.

Noting the prospects for exporting Turkmen electricity to Azerbaijan, the Chairman of the Halk Maslahaty of Turkmenistan expressed confidence that with the commissioning of a new power plant with a capacity of 1574 MW on the Turkmen coast of the Caspian Sea, additional opportunities will appear for energy supplies to Azerbaijan and through its territory further to European countries.

At the same time, the need to consider issues related to the export of natural gas from Turkmenistan to Azerbaijan and Uzbekistan was emphasized.

A special place in the trilateral cooperation is given to the transport sector. As the National Leader of the Turkmen people noted, the interaction of our countries in this segment of the economy is strategically important for the development of the states of Central Asia and the Caspian basin.

As Hero-Arkadag noted, issues of further increase in mutual trade turnover and stimulation of economic growth, relying on long-term traditions of friendship and good neighborliness, are of particular importance. In order to expand trade, it seems appropriate to create and actively use new forms of interaction between economic entities.

Having voiced a proposal to prepare a Program of joint investments in industrial projects in the territories of the three countries for the period 2026-2035 in the context of establishing industrial cooperation, the National Leader of the Turkmen people expressed confidence that such an approach would contribute to the effective exchange of technologies, the creation of new jobs and increasing the competitiveness of national types of products in world markets.

The unconditional priority of interaction between Turkmenistan, Azerbaijan and Uzbekistan is cooperation in the cultural and humanitarian sphere.

Expressing confidence that the current meeting will become a milestone event in the multifaceted cooperation between Turkmenistan, Azerbaijan and Uzbekistan, the National Leader of the Turkmen people expressed gratitude to President Ilham Aliyev and President Shavkat Mirziyoyev for their personal contribution to expanding relations with our country.

In conclusion, noting that the Turkmen side highly appreciates this and values the level of trust, mutual understanding and cooperation, the Chairman of the Halk Maslahaty of Turkmenistan confirmed Turkmenistan’s readiness to do everything necessary for the further development of partnership in the interests of the three fraternal peoples.

At the end of the trilateral summit meeting between Turkmenistan, the Republic of Azerbaijan and the Republic of Uzbekistan, a ceremony of signing bilateral documents was held.

Following the trilateral summit meeting, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov, President of the Republic of Azerbaijan Ilham Aliyev and President of the Republic of Uzbekistan Shavkat Mirziyoyev adopted a Joint Statement of Turkmenistan, the Republic of Azerbaijan and the Republic of Uzbekistan.

At the end of the signing ceremony, the National Leader of the Turkmen people, the President of the Republic of Azerbaijan and the President of the Republic of Uzbekistan addressed the media.

Following the press conference, the Chairman of the Halk Maslahaty of Turkmenistan, the President of the Republic of Azerbaijan and the President of the Republic of Uzbekistan jointly proceeded to the venue of the cultural event planned in honor of the trilateral summit.
